Abstract
This article aims to define the methodological basis for evaluating the effectiveness of non-governmental organizations (NGOs). The study draws on an analysis of international experience and Kazakhstan’s practices, and examines modern tools for monitoring and assessing the performance of NGOs. Special attention is given to the need for a systematic and integrated approach which could enable the incorporation of evaluation results into public planning and policymaking processes. The findings of this research indicate a lack of institutionalization and low adaptation of monitoring and evaluation systems among NGOs in Kazakhstan.
