Abstract
As part of the completion of political transit and the construction of the Second Republic in Kazakhstan, progressive political reforms are unfolding under the leadership of President Kassym-Jomart Tokayev, the leading trend of which is the development of deliberative democracy, which consists in making political decisions through meaningful public discussion with a detailed consideration of all significant arguments. The deliberative democratic concept presupposes a kind of compromise between the majority and consensus models of democracy, when political decisions are made on the basis of public discussion, in which all interested parties have the right to participate. The main criteria of the discussion are openness, reasonableness, rationalism and relevance. The article contains an analysis of the processes of formation and development of such tools for the development of deliberative democracy as electronic petitions, problems and prospects of digital political participation in modern Kazakhstan.
