Abstract

The article examines the relationship between the quality of education and the development of human capital through the category of competence. Theoretical approaches to the definition of human capital and the challenges of its measurement under contemporary conditions are reviewed. Particular attention is given to qualimetry as a methodological tool for both quantitative and qualitative assessment of educational outcomes. Based on an analysis of competence models and expert discussions, the author proposes a new model in which competence is regarded as an integral indicator of human capital development. The model incorporates not only traditional elements (knowledge, skills, abilities) but also value-based characteristics of the individual (morality, worldview, communication skills). The novelty of the study lies in clarifying the role of competence as a comprehensive indicator that links the quality of education with the quality of human capital. The practical significance of the work is associated with the potential application of the proposed model in pedagogical qualimetry and in the design of educational policy.
