Abstract
This article is about high exposure to barriers, deterrents in significant low-level pre-election risks, as well as in the most important pre-election campaign factors. As part of the study, based on in-depth surveys with experts on the results of the elections of akims in 2021, the influence of the impact on the elections, personal motivation and socio-demographic characteristics of the spread on the course of pre-election cases was revealed. Moreover, the article examines the tools of pre-election campaign from the perspective of elections at the grassroots level.
As a data collection method, a qualitative method was used - in-depth interviews with experts in the field of political science, public administration and economics. The source base for the articles was the results of interviews and studies conducted earlier on this topic.
